Job Description

The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City Agencies and Nonprofit Organizations, DHS works to prevent homelessness before it begins, reduces street homelessness, provides temporary shelter, and connects individuals and families to stable housing with a focus on accountability, empathy, and equity.

DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.

The Street Homeless Solutions (SHS) Division runs a continuum of programs that help move street-homeless clients from the street and into transitional and permanent housing. The programs include Outreach, Safe Haven, Stabilization Beds and Drop-In programs. The program contracts outreach providers in New York City in every borough and within the subway system. The Joint Command Center (JCC) conducts interagency rapid outreach deployment from a central location using precision mapping, client information, and rapid response to incoming notifications. This initiative partners existing homeless response and prevention programs with a series of new initiatives that have been designed to better identify, engage, and transition homeless New Yorkers to appropriate services and, ultimately, permanent housing.

The Department of Homeless Services (DHS) is recruiting one City Research Scientist I to function as a Data Analyst who will:

- Perform research relating to JCC activities with a special focus on 311 service request and street homeless conditions, to identify trends and analyze data to ensure accuracy of results. This includes, but is not limited to, evaluating location data throughout the five boroughs and NYC subway system.

- Create programmatic and administrative reports regarding housing, capacity, and provider compliance with program requirements, while ensuring that reporting is clear and reliable. Able to present data visually (graphs, charts, etc.) to explain performance of JCC and programmatic operations. Collecting quantitative and qualitative data to run various types of analysis to make internal unit more effective and efficient.

- Contribute to research pilot programs aimed at outreach efforts. Conduct programmatic studies by collecting and analyzing data. This includes, but is not limited to, the collection and tracking of data and metrics on above ground and subway clients (including placement and housing related metrics), analyzing services received by clients, and reports and data on any barriers for clients to receive needed services.

- Contribute policy briefs and/or memos with quantitative data on a sensitive time schedule. Preparing data, metrics, visual data presentations for senior staff to prepare for meetings, presentations and speaking engagements with interagency officials and community-based organizations.

Hours/Schedule:

8AM x 4PM Monday-Friday.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
