Description of Work
The Engineer II serves on the On-Site Water Protection Team to support the review, evaluation, and oversight of subsurface wastewater systems across North Carolina. This role provides technical assistance and training to local health departments, applying engineering principles, data analysis, and regulatory knowledge to assist with system design reviews, inspections, compliance evaluations, and capacity building statewide.Knowledge Skills and Abilities/Management Preferences

Demonstrated experience interpreting and applying statutes, rules, and regulations governing permitting, construction, inspection, operation, and maintenance of onsite wastewater treatment and dispersal systems.
Proven experience assessing soils, geology, and hydrogeology related to installation of on-site wastewater systems.
Documented experience with wastewater treatment processes and decentralized technologies.
Experience collaborating with public health and environmental agencies to align responsibilities and compliance activities.
Demonstrated experience applying engineering concepts and technical practices and staying current on emerging developments and trends.

Ability to walk and stand on uneven or rough terrain for extended periods during field inspections.
Ability to bend, stoop, kneel, crouch, or climb as necessary to access inspection sites.
Ability to lift, carry, and handle materials or equipment weighing up to 20 pounds.
Ability to work outdoors in a range of weather conditions, including heat, cold, rain, and wind.
Ability to safely navigate around construction sites, equipment, and other potential hazards.

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience;

An equivalent combination of education and experience.
Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
