OSP Engineer III

Pearce is a technology-enabled provider of asset management and electromechanical infrastructure services across North America and a wholly owned subsidiary of CBRE Group. We are seeking an experienced OSP Engineer III to lead end-to-end engineering for complex outside plant programs, drive technical direction for fiber and copper aerial and underground builds, ensure compliance with NESC and client standards, and mentor junior engineering staff while safeguarding cost and schedule performance.

Skills

  • Extensive hands-on OSP engineering experience for complex fiber/copper projects.
  • Expertise in loss budgeting, splicing plans, and construction work prints.
  • Strong knowledge of NESC and client/industry OSP standards and compliance.
  • Proven experience obtaining permits, ROW, and coordinating pole attachments/make-ready.
  • Experience with field measurement tools (measuring wheel, height stick, pull finder) and CAD/record systems.
  • Budgeting, forecasting, and QA/QC discipline for project delivery.

Responsibilities

  • Lead full life-cycle OSP engineering for multi-site fiber and copper builds (aerial, direct-buried, conduit, pole lines).
  • Produce sealed engineering plans, splicing diagrams, loss budgets, BOMs, and construction work prints.
  • Perform loop-loss and electronics sizing; plan field-mounted switches and network segmentation.
  • Conduct constructability reviews, route optimization, and value-engineering to resolve conflicts.
  • Direct and perform field surveys, validate NESC clearances, and identify make-ready needs.
  • Oversee permit packages, ROW/easement coordination, and joint-use/pole-attachment engineering.
  • Build and track job budgets and forecasts; recommend cost and schedule mitigations.
  • Establish and track project KPIs, run QA/QC gates, and drive continuous-improvement actions.
  • Maintain authoritative records (designs, permits, as-builts) and prepare executive-ready status reports.
  • Mentor and provide technical guidance to OSP Engineers I/II, designers, and permit staff.

Education

  • Bachelor’s degree in Electrical Engineering, Telecommunications, Civil Engineering, or related field preferred.
  • Relevant technical certifications or vocational training in OSP engineering, fiber splicing, or similar are a plus.
  • Valid driver’s license and ability to travel to field sites regularly.
