The Office of the Comptroller’s Bureau of Information Systems provides a full range of technology support services for key business functions and Charter mandated responsibilities of the Comptroller’s Office. These services include technology strategic planning, web site development, graphic design, disaster recovery, systems development, network administration, audio/visual services, business process re-engineering, change management, program management, security administration, service desk, computer operations, telecommunications, and document management.
Under the direction of the Deputy Chief Information Officer for IT Operations, the IT Operations Manager will oversee day to day IT operations, ensuring systems (networks, servers, software) run reliably, securely, and in compliance with standards and regulations. The selected candidate will also participate in strategic projects with a goal to align technology with operational needs as well as act as a liaison between the IT team and external partners such as City agencies, vendors, consultants and other bureaus within the Comptroller’s Office. Key responsibilities include collaborating with the IT Operations, Network Operations, and Service Desk teams to ensure internal processes, procedures and protocols are up to industry-wide standards and are governed by robust and up to date documentation. Additionally, the IT Operations Manager will engage with the Applications Development and Cybersecurity teams towards their operational goals and specific objectives.
The IT Operations Manager will be expected to report on agency-wide IT operations as well as recommend new modernized methodologies that will help enhance, streamline and scale the IT operations of the Comptroller’s Office.
Tasks include, but are not limited to, the following:
- Serve as the primary source of guidance, implementation and adherence to all IT operational procedures, protocols and standards.
- Coordinate multiple operations across the IT team to ensure successful and timely completion according to best practices.
- Develop detailed documentation outlining operational standards, procedures, protocols and Service Level Agreements (SLAs).
- Proactively identify and resolve operational issues by engaging stakeholders and implementing risk strategies.
- Effectively communicate status, risks and accomplishments to Bureau leadership.

COMPUTER ASSOC (SOFTWARE) - 13631
1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design; or
2. A four-year high school diploma or its educational equivalent and five years of satisfactory full-time computer software experience as described in "1" above; or
3. Education and or/or experience equivalent to "1" or "2" above. College education may be substituted for up to two years of the required experience in "2" above on the basis that 60 semester credits from an accredited college is equated to one year of experience. In addition, 24 semester credits from an accredited college or graduate school in computer science or a related field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience as described in "1" above.
