The Director of the ACT Program provides comprehensive administrative, clinical, and operational oversight for the ACT team, ensuring the delivery of high-quality services to individuals with severe and persistent mental illnesses. This leadership role involves managing program development, ensuring adherence to local and national regulations, and coordinating a multidisciplinary team to deliver services that help consumers remain stable in the community.
The Director of ACT is responsible for both the clinical supervision of staff and the efficient operation of the program, ensuring compliance with Medicaid, behavioral health, and ACT program requirements as it relates to the TMACT fidelity model. The position also involves building and maintaining relationships with external partners, such as government agencies, housing providers, and healthcare systems, to support the continued success and growth of the program.
Responsibilities:
Program Oversight and Quality Assurance
Oversee daily clinical operations, ensuring that ACT interventions are delivered in accordance with evidence-based practices and regulatory standards (e.g., Medicaid and TMACT fidelity).
Lead the ACT team’s organizational and clinical meetings to review and plan for the care of consumers, ensuring face-to-face coverage for 24/7 operations consistent with ACT philosophy.
Ensure ongoing compliance with regulations set forth by the Department of Behavioral Health (DBH), Department of Health (DOH), and Managed Care Organizations (MCOs).
Develop and implement strategies for program growth and continuation, evaluating program outcomes, and integrating quality improvement initiatives.
Manage the program’s budget, overseeing Medicaid billing and other financial aspects to ensure sustainability.
Provide oversight of utilization review, incident management, and client outcomes for continuous quality improvement.
Clinical Leadership
Serve as the Active Qualified Practitioner, responsible for approving progress notes, Individual Recovery Plans (IRP), and Individual Specific Service Plans (ISSP).
Provide ACT services at least 50% of the time, ensuring direct involvement in the clinical care of clients and assisting team members in dealing with complex consumer situations.
Provide clinical supervision to a multidisciplinary team, including ACT Support Specialists, Recovery Support Specialists, and other ACT team members.
Lead efforts in crisis management, providing on-call consultation and ensuring that the team has adequate coverage during both routine and crisis situations.
Review and assess clinical documentation for quality, accuracy, and compliance with Medicaid requirements, ensuring that interventions are medically necessary.
Staff Management and Development
Supervise and support the development of staff members, conducting regular clinical supervision, performance evaluations, and training to ensure a high standard of care.
Develop and implement staff orientation and training programs. Identify and address staff training needs to enhance service delivery, including training in entitlements, housing, and employment.
Ensure staff are trained in billing practices, entitlements applications, and Medicaid benefits management, helping clients maintain their benefits.
Community Liaison and Partnership Building
Establish and maintain relationships with community partners, including law enforcement, housing providers, local hospitals, and other health and human services agencies.
Act as a liaison to external agencies such as Assisted Outpatient Treatment (AOT) programs, Single Point of Access (SPOA), and government entities to facilitate client services.
Engage with local stakeholders to promote the program and advocate for ACT clients, helping ensure access to necessary resources like housing, employment, and healthcare.
Compliance and Risk Management
Conduct and document quality assurance audits to ensure clinical services meet program standards and regulations. Review the clinical content of consumer records and ensure the presence of appropriate recovery plans and goals.
Ensure compliance with all internal policies, external regulations, and industry standards, including Medicaid, DBH, and DOH guidelines.
Manage crisis situations, providing leadership in managing risk and ensuring team and client safety.
Program Development and Improvement
Participate in program planning and budgeting, aligning resources with program goals.
Prepare and submit reports to senior management and regulatory agencies, monitoring program effectiveness and developing plans for improvement.
Monitor trends in service delivery, making adjustments to ensure continuous improvement in client outcomes.
Licensed in Washington, D.C. as a LICSW, LPC, or licensed Psychologist.
Master’s degree in social work, psychology, or a related field.
At least 5 years of supervisory experience in a behavioral health or clinical setting, with experience managing ACT teams preferred.
Knowledge of evidence-based practices for engaging clients with severe mental illness and co-occurring disorders.
Proficiency with electronic health records (EHR) systems.
Strong organizational, leadership, and communication skills.
