Senior Legionella Consultant / Legionella Water Management Specialist

About Tower Water
Tower Water is a consultative, full-service, compliance-focused water treatment firm. We partner with organizations that truly care about their facilities, the people inside them, and the overall health of their buildings. Our clients value proactive water risk management and the expertise we bring in Legionella and waterborne pathogen control.

We are seeking a Senior Legionella Consultant / Legionella Water Management Specialist to lead building water surveys, develop Water Management Plans (WMPs), and support compliance and outbreak response efforts in NJ, NY, and surrounding areas.

Role Overview

As a Senior Legionella Consultant, you will be the trusted expert guiding clients and prospects through the full lifecycle of Legionella risk management—from survey and risk assessment, to Water Management Plan development, to annual review/certification and outbreak-related consulting.

This is a senior, client-facing role. Once you demonstrate your capability, you will operate with near-full autonomy in the field and with clients, while collaborating closely with our internal teams.

Building & Water System Surveys

  • Perform comprehensive surveys of building water systems, including:
    • Domestic hot and cold water systems
    • Cooling towers
    • HVAC/hydronic systems
    • Specialty systems (e.g., spas, fountains, humidifiers, process water)
  • Understand and document all systems, piping, temperatures, flow, and points of use.
  • Review and interpret plumbing drawings and mechanical plans.
  • Collect and record detailed system and equipment data using Tower Water templates and tools (including Excel).
  • Identify and communicate risks associated with Legionella and waterborne pathogens.

Water Management Plan (WMP) Development

  • Lead client kickoff meetings for WMP development.
  • Ask all necessary questions to fully understand building operation, occupancy, and water use.
  • Develop clear, technically accurate, risk-based Water Management Plans.
  • Review draft plans with facility teams and revise as needed.
  • Negotiate control measures, weekly/monthly maintenance activities, and define responsibilities.
  • Design and adjust sampling strategies and sequences as part of the WMP.

Annual Certification & Ongoing Compliance

  • Lead annual onsite reviews and certifications of Water Management Plans.
  • Verify whether anything has changed since prior assessments.
  • Reassess systems, piping, temperatures, and flows for continued effectiveness and compliance.
  • Recommend whether more or less sampling is needed, based on risk and historical data.
  • Support clients in understanding and meeting applicable regulatory and industry standards.

Outbreak Response & Regulatory Consulting (NYC/NJ)

  • Serve as Tower Water’s subject-matter expert during outbreak-related work, particularly under NYC and NJ ARTP expectations.
  • Provide technically sound recommendations on immediate and long-term control measures.
  • Support client communication with regulators and health authorities, as appropriate.
  • Maintain high technical accuracy under time-sensitive, high-pressure conditions.
  • File all related forms and plans when required

Client Consulting & Relationship Management

  • Act as a trusted advisor to clients that value building health and occupant safety.
  • Clearly communicate risks, plans, responsibilities, and expected outcomes.
  • Explain regulatory requirements and compliance strategies in practical terms.
  • Provide expert recommendations when systems do not meet standards.
  • Support strong client satisfaction and long-term relationships.
  • Assist in field employee understanding and development

Documentation, Data Integrity & Collaboration

  • Maintain complete, accurate, and organized documentation for surveys, WMPs, certifications, and recommendations.
  • Ensure data integrity and clear audit trails.
  • Collaborate with compliance inspectors and field technicians; provide guidance and support where needed.
  • Informally mentor and support junior staff—formal management is a plus, but not required.

Qualifications

Required

  • Bachelor’s degree in a science or technical field, such as:
    • Environmental Science
    • Engineering (Mechanical, Chemical, Environmental, etc.)
    • Microbiology, Biology, Public Health, or related discipline
  • Demonstrated experience in:
    • Water treatment, building water systems, and/or Legionella risk management
    • Conducting field surveys and assessments in complex building environments
    • Client-facing technical/consulting work
  • Strong ability to:
    • Read and interpret plumbing and mechanical drawings
    • Understand system behavior, risk factors, and control measures
    • Work independently in the field with minimal supervision once trained

Preferred (Can Be Obtained on the Job)

  • ASSE 12080 – Legionella Water Safety & Management Specialist
  • CWT – Certified Water Technologist (typically requiring 5+ years of water treatment experience)
  • Familiarity with NYC and NJ regulatory expectations for Legionella, cooling towers, and potable water systems
  • Experience with outbreak response or ARTP-type projects

Skills & Competencies

  • Strong verbal communication and presentation skills
  • High-level technical writing ability (able to produce polished, clear WMPs and reports)

  • Effective negotiation skills regarding control measures and responsibilities
  • Highly organized, detail-oriented, and disciplined with documentation
  • Strong project and time management skills
  • Calm and professional under pressure (especially during outbreak situations)
  • Comfortable working in mechanical rooms, rooftops, basements, and other building infrastructure spaces
  • Team-oriented, with a willingness to collaborate and support inspectors/technicians

Success in This Role Looks Like
