This is an Exempt to Permanent recruitment in accordance with Class-Based Test (CBT) Civil Service Rules. This recruitment is restricted to current exempt employees of the City and County of San Francisco, San Francisco Unified School District, or San Francisco City College, working within the 0941 Manager VI classification.

Job Description

Under policy direction, managers in these positions function at the executive level of department management and are responsible for all functions and activities of a major division or area. Incumbents in this class provide leadership and direction in developing new programs and establishing organizational policies, priorities and objectives; direct and coordinate the implementation of program changes; serve as technical advisor; and perform related duties as required. Positions in this class report to senior executive-level managers (Department Head or Deputy Director).

Supervision Exercised: Managers in this class typically supervise senior/division managers.

Essential Functions: Essential functions of the 0941 Manager VI class include but are limited to the following:

1. Develops and implements division goals, objectives, policies, and priorities; determines service levels and resource allocation.

2. Monitors the work of and coaches subordinates to improve performance.

3. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.

4. Plans, organizes, directs, controls and reviews the operation of major departmental functions and activities.

5. Monitors the efficiency and effectiveness of the departmental organization structure, staff assignments, service levels and administrative systems; identifies and analyzes opportunities for improvement; implements improvements.

6. Communicates regularly with executive-level management regarding the Department's activities and coordination of efforts with other City departments in addressing the needs of the City; represents the Department before legislative boards, outside organizations, mayor's office staff, and the media.

7. Assesses and responds to community needs; provides consultation and advice to boards, committees and representatives from federal, state and local agencies.

8. Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives. Implements and closely monitors budget expenditures of the operating budget for a major area of responsibility typically including multiple divisions.

9. Provides executive management with an early warning and practical options to potential cost overruns.

Qualifications

Applicants must meet the minimum qualifications requirement by the final filing date unless otherwise noted.

  1. Current Category 16, 17, or 18 Exempt Employee in Class 0941 who has worked at least 2,080 hours in class 0941; AND
  2. Education: Possession of a baccalaureate degree from an accredited college or university; AND
  3. Experience: 4 – 6 years of managerial experience of which all must include supervisory experience

Education Substitution: Additional experience may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Experience Substitution: Possession of a Juris Doctorate (J.D.) or Master’s degree may substitute for one (1) year of the required professional experience.

Verification: Applicants may be required to submit verification of qualifying education and experience at any point during the recruitment and selection process.

SELECTION PROCEDURES:

Preliminary Questionnaire – Training and Experience Assessment (100% weight) - During the application process, candidates will be prompted to complete a Preliminary Questionnaire as part of the online employment process. Please answer the Preliminary Questionnaire carefully and thoroughly.  It will serve as the Training and Experience Assessment for this recruitment and will be used to determine your eligibility for this recruitment as well as your score and rank on the eligible list. Qualified applicants will be ranked on the eligible list based on the length of their exempt City service (in Category 16, 17, and/or 18) in the 0941 Manager VI class, along with any additional qualifying points (e.g., promotive status), as outlined in Civil Service Commission (CSC) rules. All work history will be verified using official City records, which will serve as the final authority in determining qualifying service.


Eligible List/Score Report:
A confidential eligible list of qualifying candidates will be created and used for certification purposes only. A score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this selection process is subject to change after adoption (e.g., because of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.

Certification Rule:
The certification rule for this selection process will be Rule of the List.
