Your Team:

The Office of Finance and Administration (OFA) leads the agency’s effort with the planning and management of the agency's resources and advises the Commissioner and senior team on how to improve efficiency and allocate funding to carry out HPD's mission. The financial segment of OFA is comprised of the Budget, Capital Planning, and Fiscal Affairs. These three divisions, work in conjunction to provide centralized support, consultation, and oversight on a broad range of financial issues for the entire agency.

Your Impact:

The Fiscal Accounts Payable Unit is responsible for processing all payments to vendors for goods and services rendered to HPD. The unit ensures all accounting practices conform to the NYC Comptroller’s Directives, federal standards, New York City Charter, and The Procurement Policy Board Rules Prompt Payment Guidelines.

Your Role:

The selected candidate will play an integral part of supervising the Relocation Unit and ensure that all vendor payments are paid in a timely manner. The candidate will serve to help maintain a smooth workflow avoiding any backlogs.

Your Responsibilities:
Duties and responsibilities of the selected candidate will include but not limited to the following:

- Responsibly for managing a staff composed of five employees
- Monitoring the work of the staff to ensure the invoices are paid in accordance with PPB guidelines
- Perform administrative duties for the Relocation Unit
- Generate and submit relocation title report to third party title Company
- Reviews and approves relocation lien for legal Affairs
- Process American Red Cross, Family Centers, and Hotels payments for relocation
- Reviews and approves monthly relocation storage payments
- Reviews and process when required miscellaneous relocation stipends
- Liaise with Budget on relocation funding issues
- Liaise with Emergency Housing Services and American Red Cross on relocation data and billing issues
- Prepare monthly closing of client information to generate reports to Human Resources Agency (HRA)
- Perform data entry to enter new clients, modify existing record when required
- Execute quality assurance of all relocation billings to prevent duplicate charges, overlapping dates, etc.
- Perform all other applicable task as assigned

Preferred skills

-Highly organized with ability to handle multiple priorities and deliver assignments on time
-Must be hands on, disciplined, and detail oriented with ability to work independently in a high-volume environment
-Have accounts payable experience
-Able to multitask
-Experience in use of HPDInfo (Agency Legacy System), MS Access, Passport and the City s Financial Management System (FMS) are a plus

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
