The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). The agency is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits.
The Office of Research and Policy Innovation (ORPI) bring together four units that provide critical policy-related information to agency leadership. ORPI also supports a broad network of homeless services providers, as the official NYC government partner for federal Housing and Urban Development (HUD) grants and lead agency for the NYC Continuum of Care (CoC). The CoC is a public-private planning body that manages year-round planning efforts for HUD CoC program funding to address the housing and service needs of persons experiencing homelessness in NYC
.
ORPI’s CoC team is responsible for submitting the annual collaborative application to HUD in response to the CoC Program Notice of Funding Opportunity (NOFO) for approximately $170 million. The CoC team directly manages a $1.5 million planning grant and oversees project operations and fiscal management of approximately 165 CoC-funded projects. The CoC team are the agency’s lead content experts on HUD policy and national trends in homelessness. The CoC team are also responsible for ongoing community engagement and cultivation to maintain a strong stakeholder and consumer network.
ORPI is recruiting for one (1) Community Coordinator to function as a CoC Policy Coordinator within the CoC team, reporting to the Deputy Director of CoC Homelessness Policy, who will:
- Provide administrative and logistical support for the Independent Review Team, CoC Policy Workgroup, and other public-private bodies that drive CoC decision-making
- Research policy topics to gather insights through CoC data, examples from other Continuums of Care, and leading experts in the field
- Within the CoC Notice of Funding Opportunity process, support the CoC's local competition for new project funding to City agencies and community organizations through coordination of activities and collaboration with external partners
- Develop and maintain expertise on existing NYC CoC policies, HUD regulations, and their cumulative impact on NYC CoC grantees and program participants
- Coordinate publication of new CoC policies and updates to existing policies
- Cultivate collaboration with external partners, including individuals with lived experience of homelessness, through networking and community engagement

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
