The Philadelphia International Airport is the only major airport serving the 9th largest metropolitan area in the United States. It is one of the busiest airports in the country, serving more than 30 million passengers annually. Twenty-seven airlines, including all domestic carriers, offer nearly 323 daily departures to more than 120 destinations worldwide. The airport generates $16.8 billion to the economy and accounts for 106,000 full time jobs. 

The Northeast Philadelphia airport is situated on 1150 acres in the northeast part of the City of Philadelphia, PNE is Pennsylvania’s third busiest airport, providing “on call” US Customs, Immigrations and United States Department of Agriculture services to corporate international travel. The Airport averages 215-based aircraft, dominated by single engine aircraft, plus twins, jets, turboprops and helicopters. 

 

 

Job Description

POSITION SUMMARY

The Director, Terminal Concessions, supports the Airport’s Commercial Division by planning, administering, organizing and directing Terminal Concessions and other non-aeronautical revenue programs for the Department of Aviation (DOA) of the City of Philadelphia.

 

This is an exciting opportunity for a seasoned Concessions professional to provide day-to-day leadership for PHL’s award-winning concessions programs and also develop and drive the strategic vision for how PHL drives in-terminal Non-Aeronautical Revenue into the next decade. The ideal candidate will be results-oriented, able to build strong working relationships with external and internal stakeholders, and able to develop and execute strategies that elevate concessions program innovation and long-term growth.

 

 

PRIMARY RESPONSIBILITIES

  • Leads and manages the Terminal Concessions program, including food & beverage, retail, other ancillary concessions, and selected non-aeronautical revenue activities for DOA.
  • Responsible for developing, recommending and implementing strategic plans as they relate to Terminal Concessions and other sources of non-aeronautical revenue.   Ensures that Terminal Concessions Department plans are executed and on schedule.
  • Optimizes revenues and creates alignment with Department of Aviation Strategic Plan. Develops strategic plans including recommendations for building and enhancing the terminal concessions program, including development of non-traditional concessions concepts.
  • Directs the development, drafting, negotiation, and implementation of all business plans and proposals, Requests for Proposals, contracts, leases and agreements for Terminal Concessions and selected non-aeronautical revenue activities.
  • Establishes appropriate and current business terms aligned with best industry practices for all Terminal Concessions and non-aeronautical agreements.
  • Provides Department budget requirements for review by the Chief Commercial Officer.
  • Serves as a member of the Commercial management team and provides input into overall strategic, business, and financial plans.
  • Proactively identifies business and operational challenges and collaborates with appropriate DOA and Terminal Concession management to effectively resolve issues.
  • Collaborates and communicates with other DOA departments, such as Legal Counsel, Finance, Business Engagement, Capital Development, Maintenance, Planning, and senior executives to accomplish strategic Concessions Department objectives balanced with the best interests of the DOA.
  • Manages contracts and lease agreements to advance customer experience, and operating strategies and priorities. Oversees all negotiations to reach execution of new Terminal Concessions leases across the airport system.
  • Coordinates with Risk Management for all Terminal Concessions insurance and risk related concerns. Assures that all activities are carried out with a high level of attention to safety and security.
  • Manages Terminal Concessions program improvement process, including oversight of tenant design and construction activities.   Develops Terminal Concessions space utilization plans in conjunction with the Planning and Engineering Departments in alignment with the DOA Strategic Plan.
  • Actively monitors and evaluates the Terminal Concession Program’s financial and customer service performance and appearance to ensure vendors and service providers meet DOA’s high standards of customer service excellence.
  • Oversees and monitors compliance with concession pricing policies.
  • Ensure compliance with the Federal initiatives.
  • Reviews airport construction activity and permitting process that impacts concession space.
  • Develops a request for proposals for future concession management partner(s) (e.g., fee managers, prime concessionaires, other)
  • Coordinates with Planning and Engineering Departments on the planning and construction of a new concession screening facility.
  • Establishes good working relationships with all DOA leadership, regulatory representatives, concession management, local governments and any other pertinent organizations to align Terminal Concessions operations with Airport operational needs.
  • Leads and directs the activities of assigned staff; reviews work plans; meets with staff to identify and resolve problems; assigns work activities and projects; monitors workflow; evaluates employee performance and work products.
  • Does related work as assigned.
  • May occasionally be assigned to other duties for training purposes or to meet technological changes or emergencies. 

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to independently assess strategic implications, costs and benefits of business issues.
  • Ability to clearly and concisely frame business issues for executive level discussion and decisions.
  • Ability to manage and direct staff priorities and achieve project timelines.
  • Ability to collaborate with key stakeholders to develop and implement strategies that benefit DOA.
  • Possesses clear, concise and persuasive verbal, written and presentation skills.
  • Possesses subject matter experience and a track record of accomplishment in all or many of the disciplines outlined previously in this job description, preferably within the aviation industry.
  • Possesses expert knowledge of concession solicitation processes including standards and procedures to develop and maintain revenue producing concessions and industry best practice.
  • Exhibits a strong, efficient work ethic; integrity and accountability; superb communication skills.
  • Ability to read and interpret complex legal or regulatory documents such as leases, contracts or FAA/DOT policy.
  • Ability to research, collect and analyze business analytics.
  • Ability to evaluate and prepare clear and concise reports.
  • Knowledge of current and emerging technologies related to the position.
  • Knowledge of pertinent federal, state, and local laws, codes, and regulations.  
  • Knowledge of principles and practices of budget preparation and administration.  
  • Ability to lead and mentor assigned staff.
  • Possesses the ability to interact effectively and courteously with employees, tenants, and the general public in an international airport environment.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams).

 

Qualifications

  • Bachelor's degree from an accredited college or university in Aviation, Business Administration, Economics, Finance, Marketing, Real Estate or other related field. 
  • Seven to ten (7 -10) years of experience in concessions management, strategy and planning, or related field, including at least three (3) years in a supervisory capacity.  Ideal candidate will have aviation concessions management experience.
  • Requires progressively responsible experience in planning and procuring in-terminal food, beverage, retail, advertising concessions and other non-aeronautical revenue activities.

OTHER REQUIREMENTS

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as the Director of Terminal Concessions.

 

RESIDENCY

New hires must establish and maintain residency in the city of Philadelphia within 6 months of appointment. Current City of Philadelphia employees must maintain residency in the City of Philadelphia while employed in this position.

 

SECURITY REQUIREMENTS

Obtainment of a Security Badge is a condition of employment. Must pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance at the time of appointment and during tenure of employment.

Salary Range: $120,000- $145,000
