About NCEM:
The mission of North Carolina Emergency Management is to enhance North Carolina’s resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures.

About the Eastern Branch:
The mission of the Eastern Branch Office is to assist local governments within the Eastern Branch with with preparedness, response, recovery, and mitigation activities on a day-to-day basis and during emergencies, incidents, and events.

About the Position:
This Area 1 Coordinator position serves as a liaison and representative between the NC Division of Emergency Management (NCEM) and NCEM Area 1 consisting of Currituck, Camden, Pasquotank, Perquimans, Hertford, Chowan, and Dare counties.
Job duties of this position include: Evaluating local government Emergency Management programs. Identifying weaknesses related to disaster mitigation, preparedness, response, and recovery. Assisting local governments in the development of capabilities to address and strengthen identified areas of weakness. Serving in a primary response capacity for the Division, including responding routinely to emergencies and disaster situations in the assigned area or statewide.
This position works from a home office with limited regular supervisory oversight from the Eastern Branch Manager. This position is subject to be dispatched to serve as a responder to an affected county anywhere in the state or be sent on a response mission to another state through the Emergency Management Assistance Compact. This position is subject to be on-call for emergency / disaster response on a 24-hour / day basis and serve as on-call duty officer for the Eastern Branch Office for a one-week period on a rotating schedule.

NOTE: While the Eastern Branch Office is in Kinston, NC, the Area 1 Coordinator must live in-state in the assigned area of Currituck,Camden, Pasquotank, Perquimans, Chowan, Hertford or Dare counties, or currently live in-State within 25 miles of the assigned area or be able to relocate within 180 days of hire.

Recruitment Range: $60,881 - $75,000

Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Management Preferences:

  • Experience in the preparedness, response, recovery and mitigation phases of emergency management during disasters and emergencies.
  • Knowledge of emergency management laws and policies at the local, state, and/or Federal level.
  • ICS 100, 200, 300, and 400 level certifications and Hazards Incident Management Team (AHIMT) training and/or certifications and credentials.
  • Hazardous Materials and search and rescue incident response experience.
  • Experience using common emergency management applications such as: WebEOC, NC Terms, or ESRI AGOL Tools.

Military Experience

o A current member of the North Carolina National Guard in good standing must attach a NGB 23A (RPAS).

o A former member of the North Carolina National Guard who served for at least 6 years and was discharged under honorable conditions must attach either a DD256 or NGB 22.

Bachelor’s degree from an appropriately accredited institution and three years of experience in directing the operations of a governmental or military agency, including one year of experience in emergency planning or response operations; or an equivalent combination of education and experience.
