The Timekeeping Manager will oversee all agency time and leave administration to ensure employees are compensated accurately and on time in accordance with the City of New York’s Time and Leave Rules and Regulations. This role manages daily timekeeping operations, supervises timekeeping staff, and serves as the primary liaison between Human Capital, Payroll, and agency divisions to ensure accurate processing. The Timekeeping Manager will report to the Deputy Director of Human Capital and work collaboratively with other stakeholders to support efficient workforce operations.
Key Responsibilities
Timekeeping Administration
Oversee all timekeeping processes to ensure compliance with City of New York Time and Leave Rules and agency policies;
Process and monitor time and leave transactions through the CityTime system;
Ensure employee timesheets are completed, reviewed, and approved by required deadlines;
Maintain employee work schedules and supervisory approval hierarchies in CityTime;
Monitor leave balances and ensure proper usage of leave categories, including annual leave, sick leave, and special leave types;
Track and manage leave expirations including blood donation leave, managerial leave, and holiday leave banks;
Administer the agency’s Absence Control Program and monitor employee attendance trends;
Payroll Coordination
Coordinate with the Payroll Unit to ensure accurate and timely processing of bi-weekly payroll;
Monitor timesheet status and anticipatory week processing to confirm employees are eligible for pay;
Review timekeeping and payroll reports to identify discrepancies and ensure employees receive correct compensation;
Assist with preparation of supplementary paycheck requests when necessary;
Process overtime requests, overtime reports, and compensatory time through the Overtime Tracking System (OTS);
Employee Transactions and Workforce Changes
Process timekeeping changes related to employee status updates, including title changes, separations, retirements, resignations, and inter-agency transfers;
Maintain records related to leave status changes and notify appropriate units of status expirations;
Generate reports and maintain confidential data using NYC personnel systems including NYCAPS, CHRMS, PMS, and related payroll databases;
Staff Supervision and Support
Supervise timekeeping staff and provide guidance on timekeeping procedures and compliance requirements;
Serve as a resource to employees and supervisors regarding timekeeping policies and compensation inquiries;
Reporting and Special Projects
Prepare regular reports related to attendance, leave balances, overtime usage, and timekeeping compliance;
Support leadership with payroll and workforce data analysis; and
Perform special projects and initiatives as requested by senior leadership.
PRINCIPAL ADMINISTRATIVE ASSOC - 10124
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
